They have different answers. Denmark permits machines and prohibits display. Poland does the reverse. In the United Kingdom pouches stay lawful to sell over a counter and become unlawful to sell from a machine on 29 October 2026.

Before anything else

Snus, or pouches?

People say "snus" for both, and that is how most buyers search. In law they are two products: snus contains tobacco, nicotine pouches do not. That single difference decides what you may sell in each market — snus is prohibited across the EU outside Sweden, while tobacco-free pouches sit outside that prohibition and are regulated country by country. If you are planning a machine, work out which of the two you are actually selling before anything else.

Snus is prohibited across the EU under Article 17 of Directive 2014/40/EU. Sweden is the sole exception, holding a permanent derogation from its 1994 Act of Accession. Tobacco-free nicotine pouches contain no tobacco, fall outside Article 17, and are regulated country by country instead.
