They have different answers. Denmark permits machines and prohibits display. Poland does the reverse. In the United Kingdom pouches stay lawful to sell over a counter and become unlawful to sell from a machine on 29 October 2026.

Guides written by pouch retailers answer the first question, because that is the one that sells pouches. This one answers all three, cites where each answer comes from, and adds the question none of them ask — what may go in the machine instead. A prohibition written for nicotine does not reach a caffeine pouch, because a caffeine pouch is food.

That is not a forecast, it is what the 23 market pages on this site already say. Snus is prohibited almost everywhere outside Sweden. Nicotine pouches may be vended in 8 markets and the number is falling — the United Kingdom closed in October 2026, Austria in April, and Ireland, Poland and Spain have measures drafted. Caffeine and nicotine-free pouches are reached by none of it, because they are food.

So the operator’s question is rarely whether a machine is allowed. It is which pouch goes in it.

Before anything else

Snus, or pouches?

People say "snus" for both, and that is how most buyers search. In law they are two products: snus contains tobacco, nicotine pouches do not. That single difference decides what you may sell in each market — snus is prohibited across the EU outside Sweden, while tobacco-free pouches sit outside that prohibition and are regulated country by country. If you are planning a machine, work out which of the two you are actually selling before anything else.

Snus is prohibited across the EU under Article 17 of Directive 2014/40/EU. Sweden is the sole exception, holding a permanent derogation from its 1994 Act of Accession. Tobacco-free nicotine pouches contain no tobacco, fall outside Article 17, and are regulated country by country instead.
