Nicotine pouches
Lawful to sell, with an age of sale of 18 from 29 October 2026 under the Tobacco and Vapes Act 2026. The Act also bans advertising and sponsorship, prohibits free samples, and takes powers over packaging, flavours and point-of-sale display.

Closed. From 29 October 2026 it is an offence for a person with management or control of premises to have a vending machine on those premises that dispenses nicotine products to a customer as part of a sale — section 12 of the Tobacco and Vapes Act 2026. Nicotine pouches, nicotine strips and nicotine pearls are all in scope, including synthetic nicotine. The sole exception is vaping products in inpatient areas of mental health hospitals in England and Wales. Lawful to sell in a shop, unlawful to sell from a machine: do not read the sale answer as the vending answer.

Narrowing. The Tobacco and Vapes Act 2026 takes powers over point-of-sale display, and advertising and sponsorship of vaping and nicotine products end on 1 June 2027. A branded cooler is advertising, so treat the June 2027 date as the deadline for any branded fixture programme even though machines close earlier, on 29 October 2026.
