Nicotine pouches

Prohibited. Decree no. 2025-898 of 5 September 2025 bans oral nicotine products — pouches, pastes, gums, lozenges and comparable forms — excepting medicines and medical devices. It took effect on 1 April 2026. The Conseil d’État partially suspended the decree by order of 22 December 2025, but the prohibition on sale, offer, transfer, acquisition and use was not disturbed.
