Closed. Selling tobacco products, tobacco surrogates or refill containers from a self-service machine is prohibited under tobakksskadeloven. The one carve-out is a machine the customer draws from using a pre-paid card issued over a counter — which is a staffed-sale model, not unattended retail. Machines that do operate may carry no product or company marking, only a neutral written note of what the device is. Note also that tobacco-free pouches may not be sold here at all, so this question only concerns tobacco snus.
