Lawful. Norway is not an EU member state and is not bound by the Article 17 prohibition.
Nicotine pouches
Not permitted on the Norwegian market. Helsedirektoratet rejected producer applications to place tobacco-free nicotine snus on sale, the Ministry of Health having found that it appeals to young people and can act as a starter product for nicotine dependence.

From a machine

Closed. Selling tobacco products, tobacco surrogates or refill containers from a self-service machine is prohibited under tobakksskadeloven. The one carve-out is a machine the customer draws from using a pre-paid card issued over a counter — which is a staffed-sale model, not unattended retail. Machines that do operate may carry no product or company marking, only a neutral written note of what the device is. Note also that tobacco-free pouches may not be sold here at all, so this question only concerns tobacco snus.
On display

Closed. Visible display of tobacco products at points of sale is prohibited under the oppstillingsforbud, and the prohibition expressly extends to tobacco surrogates, tobacco equipment, imitations, and the machine cards used to draw goods from a machine. Product must sit under the counter or in closed cabinets; only neutral price and range information may be shown. The rule applies at every outlet, including festivals and pop-ups. Specialist shops — outlets that mainly sell these goods — are the sole exception. Note that tobacco-free pouches may not be sold here at all, so in practice this concerns snus.
