Nicotine pouches

Prohibited. Since 1 January 2025 nicotine pouches fall under the Tabaks- en rookwarenwet and may no longer be sold. Before that the NVWA had already prohibited pouches containing 0.035 mg of nicotine or more under the Warenwet, following a health assessment with RIVM. The NVWA enforces the sales ban, targeting importers and wholesalers first.
