Sale, use and advertising of tobacco snus are prohibited.

Nicotine pouches

Genuinely unsettled, and sources conflict. Some report nicotine pouches as banned outright; others that no specific law addresses them and they may be imported and sold through licensed tobacco retailers if tax and customs requirements are met. Personal possession attracts no penalty. What is not in dispute is that the Public Health Ministry has stated pouches — white pouches and snus alike — are classified as tobacco products and must comply in full with tobacco control law.

Closed. The Tobacco Products Control Act B.E. 2560 (2017) prohibits selling tobacco products through vending machines, alongside internet sale and sale in schools, playgrounds and healthcare facilities. The Public Health Ministry has stated that nicotine pouches are classified as tobacco products and must comply with tobacco control law in full, so the vending prohibition reaches them. The display prohibition below closes the remaining route.

Closed, and this is the clearest finding in the file. Under the Tobacco Products Control Act B.E. 2560 (2017) point-of-sale display of tobacco products is prohibited outright — sellers must keep product entirely out of public view, not on shelves, not on counters, not in display cases — with a narrow exception for duty-free sales to departing passengers. A comprehensive advertising and promotion ban applies on top. A branded display cooler is simultaneously a display case and a promotional fixture, so it fails on both counts. This holds under either reading of the pouch question: if pouches are banned there is nothing to display, and if they are lawful they are classified as tobacco products and may not be displayed.
