Tobacco-free nicotine products explicitly brought within the TNRSG; reporting indicates distribution moves under the tobacco monopoly.
An empty recess in a corridor wall where a vending machine would stand, clean and unoccupied.
In ten of the seventeen markets on this map, the recess stays empty.

The product

Snus

Prohibited, as in every EU member state other than Sweden.

Nicotine pouches

Lawful to buy and use, with the regime tightening. From January 2026 tobacco-free nicotine products — pouches, nicotine toothpicks, nicotine snuff powder — are explicitly brought within the TNRSG.

How you may sell it

From a machine

Closed

May it be sold from a machine?

Closed as of 1 April 2026. Nicotine products may no longer be sold from vending machines; Trafiken and licensed specialty shops are the only permitted points of sale. Nicotine pouches fall fully under the tobacco monopoly from the same date and may be distributed only through Trafiken, with a transitional period allowing existing stock to be sold through to the end of the year. Machines at a shop's own premises remain permissible in principle, but only where operated by a Tabaktrafik and only for approved products — which is a tobacconist's machine, not a placement in someone else's venue.

On display

Limited

May it be shown — shelves, cases, branded coolers?

Confined to the monopoly channel. With pouches inside the tobacco monopoly from April 2026, display happens in a Trafik under the advertising rules that attach to it — so a branded cooler placed in an ordinary shop is not the available route here.
