Snus
Oral tobacco falls within the Tobacco Business Act, which the Ministry of Finance administers and whose scope covers chewing tobacco and snuffs alongside cigarettes and cigars. A product containing tobacco leaf is regulated there, with the packaging and health warning duties that attach.
Nicotine pouches
No consumer route. Because a tobacco-free pouch contains no tobacco leaf it falls outside the Tobacco Business Act and lands instead under the pharmaceuticals and medical devices regime, where nicotine products are treated as unapproved pharmaceuticals. The approvals that would make a consumer product lawful are not granted for this category, so the effect is a closed market reached by classification rather than by prohibition.

The inverse of Europe, and the clearest case on this map of why sale and vending are separate questions. Japan permits tobacco vending machines — the law does not prohibit them — and has the deepest vending infrastructure of any market here. Age verification moved off the Taspo IC card when it was discontinued in March 2026, onto direct photo-ID checks against a driving licence or My Number card. So tobacco snus has a vending route. Tobacco-free nicotine pouches do not, because a pharmaceutical is not dispensed from an unattended machine, whatever the machine can verify.
