Nicotine pouches
Lawful but tightly regulated. Parliament approved an amendment bringing nicotine pouches and other smokeless nicotine products more fully under the Tobacco Act as tobacco substitutes. Retail sale becomes licensable and wholesale notifiable; sale and transfer to under-18s is prohibited, as is possession and import by under-18s. A display prohibition and a marketing prohibition both apply, and price incentives — volume discounts, bonuses, loyalty schemes — are prohibited.

Closed. Selling tobacco products from an automatic vending machine has been prohibited since 1 January 2015 under section 10 a of the Tobacco Act — a vending machine being defined as a device from which the customer selects a product, pays, and is dispensed it, which is exactly this business. Nicotine pouches have since been brought within the same Act as tobacco substitutes, and a display prohibition and marketing prohibition apply on top. Treat Finland as shut; confirm with Valvira only if you have a reason to think the substitute classification is read differently.
