Nicotine pouches
Lawful and specifically regulated. The government decree on the manufacture, distribution and control of tobacco products was amended on 25 June 2024 to cover tobacco-free nicotine substitute products at sections 19/F and 19/G, defining them as non-tobacco nicotine products absorbed through the oral mucosa. Manufacturers, importers and distributors must register products electronically with the national chief medical officer six months before intended market introduction. A pack may hold at most 20 pouches, and the per-pouch nicotine ceiling fell from 17 mg to 9 mg on 1 July 2025.

Not verified. The six-month advance registration duty is the gate to establish first, since it precedes any placement decision by half a year. Hungary also operates a state tobacco retail monopoly through National Tobacco Shops, and whether nicotine pouches sit inside that channel is the question that decides whether a machine is possible at all — put it to the Nemzeti Népegészségügyi Központ before committing.
